Between the cuts proposed by Governor Spitzer and those by President Bush, New York hospitals would be hit especially hard, losing approximately 4% of their total income.

While Bush's plan has to do specifically with funding to train doctors, the cuts would bring devastating and uneven losses for the health care system in New York.
